 Build an AI Agent Capability Negotiator in which specialized agents collaborate to complete a shared task while declaring their capabilities, limitations, tool permissions, estimated costs, and confidence. A coordinator should decompose a task, assign responsibilities, resolve overlapping work, and request help when an agent lacks required capabilities. Include structured handoffs, conflict resolution, budget limits, deadlines, approval gates, and a complete decision trace. Provide a visual interface showing why each assignment was made and how disagreements were resolved. Agents must not invent tool results, exceed assigned permissions, or silently approve consequential actions. Include deterministic mock agents for testing and clearly separate simulated outcomes from actual model execution.
